June 24, 2009 Hello All: Some information to share with everyone. All full time and part time employees attended “Fire Dispatch” training at Paris Fire Station; this took place over a two week period. This is a foundation to some of the new fire dispatch protocols that I will be implementing over the next several months. Tami Corson and Michele McDonnell attended an eight hour class on suicide situations for dispatchers; both will be teaching a class to the rest of the staff in the near future. Terri Littlehale and Cammie Richardson attended a two EMD (Emergency Medical Dispatch) course which was a prerequisite to the center receiving state mandated computer software reference to EMD. The state is paying for the software to be installed in our computers; likely August 2009; it appears that the state is going to us and Portland PD as the test agencies for this new program. Terri Littlehale and Meryl Molloy attended Emergency Domestic animal CPR, both are certified to guide callers through CPR with dogs and cats. Don’t laugh; we take several calls a year on this type of situation. My goal is to have at least one person on each shift with this certification. Joe Cormier and Beverly Hall attended training in Berlin NH reference to “Pipe Line” emergencies. We have miles and miles of pipe line in Oxford County. They brought back some great information will be sharing this with all staff. Terri Littlehale taught a LTO (Limited Terminal Operator) class for Norway Police Department. I met with the Oxford County Trial Lawyers Association this week reference to some of their unreasonable “Discovery” request. This was a good meeting and a lot came out of it. Attorneys have been asking for items that take me a long time to research or I cannot find. This meeting clarified many things. I placed Steve Cordell’s name in nomination as an alternate for the MUG (Metro Users Group) this a group of people from all over the state who make suggestions and rules governing out state and national computer system. I will be attending an EOC Table Top Exercise in Augusta this week this is for all sixteen counties. The radio that Rumford Police Department is using that belongs to the county needed repair; Rick Davol repaired it and has billed Rumford as they are using it. I had one of our cameras relocated so we can now see all the parking lot and the back side of the county building. All my supervisors and I are in compliance with NIMS 700, 100, and 200 classes online. We had some problems with MDPS (Maine Department of Public Safety) DPS Gray receives the majority of the 911 Cell calls, and then they transfer to us. We had some occasions in the past weeks where they have held some calls and other technical stuff that I will not bore you with. After several telephone calls and email to the Director of DPS Gray and the ESCB (PUC) director I think we have it worked out. I and my staff felt that what DPS Gray was doing was a safety issue; PUC agreed with me. We will be receiving most of this type cell call in late September early October; as the state is working on the transition. On Monday through Friday I run the Online Fire Permits for Oxford County; and on weekends the shift supervisor does this duty. Many fire chief don’t know when an online fire permit is issued and having this information helps them and us. Joe Cormier is now a member of the IMAT team; the communications center and its staff are a vital link in almost any emergency situation. I had the Kenwood back up radio moved from my office and desk to the Fire/EMS desk, it made more sense for the radio to be in the radio room then the director’s desk. FairPoint Communications has been in to conduct equipment checks; everything is running well, except the temperature in the equipment room. Plant Equipment out of California and FairPoint in New Hampshire monitor all the 911 equipment. They are suggesting we cool the room down to prevent equipment failure. I’m working on a fix for it.
