At the Court of Oxford County Commissioners begun and held at Paris, within and for the County of Oxford on March 18, 2008 there were present:

9:05 Malcolm Ulmer, MCCA Risk Pool, presented the Commissioners with a check in the amount of $1,751.12 as a refund on the County’s 2005 premium for liability insurance.

9:30-10:45 - Round table discussion with department heads.

10:50 Sheriff Gallant reported that he will not have deputies called out for overtime when police towns don’t have coverage.

Gallant would like to have authorization to move the investigation unit to the downstairs at the county house, now that Probation and Parole have vacated the space. No decision was made at this time.

Gallant presented the “Stonegarden” agreement stating that the County is not locked into the $55 per hour for patrol coverage. The County can bill whatever amount the Commissioners establish.

The Commissioners authorized the County to invite bids for one new SUV and two police cars. This third SUV will allow one in each zone.

Gallant also reported that he may not renew the court security contract with the state. There is no revenue for the county and having those officers paid through the County payroll could be a liability to the County.

11:30 - 1:00 The Commissioners and Fulton attended the NIMS training conducted by EMA Director Scott Parker.

1:00 - 2:30 - Executive Session with Annalee Rosenblatt to discuss wage negotiation.

The Commissioners opened the following bids to purchase a new telephone system for the SO, Jail and RCC:

The Commissioners agreed to accept the bid from N T &T, pending a review by Fulton and James Miclon.

The Commissioners opened the following bids to sell a 1955 M38 jeep “as is.” The county vehicle has been stored in the Waterford Fire Station.

The Commissioners accepted Gary Hill's bid of $1,551.01

The Commissioners asked that a survey be sent to each town to get their input on the County changing to a fiscal year starting July 1.

The following were either approved or signed by the Commissioners:
- Minutes of the February 19, and March 4, 2008 sessions
- National Forest Contract for 2008
- To purchase a refurbished copier for the Comm/Treas office for $2499. Cost is to be charged to the CR B & E account.
- Approve Article 15 in the Personnel Policy Manual, but changing the number of hours the RCC director works to 40.

All other bills and accounts were given consideration and now on the first day of March 18th, 2008 the Commissioners adjourned at 4:30 p.m.
