Oxford County CommissionersMinutes of Dec. 15, 2009 At the Court of Oxford County Commissioners begun and held at Paris, within and for the County of Oxford on December 15, 2009, being a regular session there were present: Rupert Grover, property owner in Mason and John Halacy of Milton, UT Budget Committee Members granted their approval of the July 2010-June 2011 UT Budget. There was brief discussion on the Bethel Bridge on the Smith Farm Road in Mason. The Commissioners have been approached by Bethel to split the cost of bridge repair. Cole said that a temporary bridge is very costly and suggested that the County might consider paying for the residents to stay elsewhere during the repair. Cole will check with the bridge engineer for further information. The Commissioners appointed Scott Cole as the County Clerk, County Administrator, Purchasing Agent, Affirmative Action Officer, Personnel Manager and Airport Manager effective January 1, 2010. Cole is authorized to issue purchase orders not to exceed $1,000. Those over $1,000 must be approved by the Commissioners. Executive Session with Jane Rich (Personnel Issue) Scott Parker offered the use of the following new equipment in his office: portable roll up screen; portable TV; and portable PA system. The Commissioners agreed that the Dispatchers’ annual sick pay should be calculated as follows: Average number of hours worked in a week (42) divided by 5 days = 8.4 hours a day, less any overtime calculated in the equation. Multiply the 8 by hourly rate = sick day pay. Executive Session with Probate Judge Hanley and Registrar Bruce Rood . (Personnel Issue). Fulton reported that David Kyle, Engineer Consultant, has not assisted us with the DOE grant and we should contact Elizabeth Trice of Cumberland County to take over where Kyle left off. Cole will ask Trice to pursue a “strategy only” option at this time regarding grant funding through the EECBG program. Executive Session: telephone call with Attorney Joshua Carver to discuss the pending Oxford Aviation v. Oxford County case. The Following were either approved or signed by the County Commissioners:
